Boulder County has opened a new facility designed to resemble a college dorm, featuring bunk beds, shared bathrooms, and common areas. The goal is to enhance the lives of individuals serving alternative sentences and improve public safety.

A Tribute to Former Sheriff Joe Pelle

The facility is named after former Sheriff Joe Pelle, who played a pivotal role in its establishment. He expressed his honor in serving a community that supports such initiatives.

Minimum-Security Facility with a Focus on Transition

The center operates as a minimum-security facility with no locked doors, though staff are always present. It accommodates individuals on work release or community corrections, aiming to facilitate their reintegration into society.

Phased Inhabitation and Reduced Overcrowding

Currently open for day reporting and electronic monitoring, the facility will begin housing residents in December. Women on the waitlist will move in first, followed by men. By mid-January, most residents from the two Boulder County halfway houses will be relocated here.

The new center is expected to alleviate overcrowding at the Boulder County Jail, which often houses women in the gym due to lack of space.

Funding and Future Plans

The Joe Pelle Center cost approximately $38 million, with an additional $38 million spent on jail updates. These projects were funded by a sales tax increase, which raised nearly $80 million—more than anticipated.

Despite facing a budget deficit, the county plans to support staffing commitments for the new center and jail expansion. The center will also receive some funding from the state.

Hope for Reduced Recidivism

Officials hope the new environment and focus on mental health will lower recidivism rates. They believe treating individuals with respect will help them succeed and respect others.

NaNet Jenkins, whose son is currently in a halfway house, expressed hope after seeing the new facility. She believes it will make a significant difference for her son and others.
