Lafayette is poised to open a new library in the Northeast area by 2028.
It will be named the Norman C. Francis Library, honoring a local hero who rose from humble beginnings to become a national figure in education.

Who Was Norman C. Francis?

  • Born: 1931 in Lafayette
  • Education: St. Paul Catholic School → Xavier University of Louisiana
  • Trailblazer: First Black student admitted to Loyola University’s law school
  • Military Service: U.S. Army, later worked with the Justice Department to dismantle segregation in federal agencies
  • Academic Leadership: Led Xavier University for nearly 50 years (1968‑2015)
  • Accolades: 42 honorary doctorates, Presidential Medal of Freedom (2006), advisor to eight U.S. presidents on education and civil rights

The Library’s Vision

  • Size: 20,500 sq ft
  • Location: Near the former Holy Rosary Institute campus
