Non‑fatal shootings also fell sharply, from 75 incidents in 2021 to just 41. That is more than a 45‑percent decline, showing that fewer people are being shot each year.  

The police department solved 93 % of homicides and 95 % of non‑fatal shootings in 2025. Those percentages are the highest the department has seen in five years and they beat the national averages by a good margin.  

Chief Robert McCullough said the results come from a mix of prevention work, community outreach and strong enforcement. He credited patrol officers for arriving quickly at scenes and detectives for digging into cases until they close. The figures are based on final year‑end data that the department checks thoroughly before giving it to federal agencies.  

These numbers suggest Baltimore County is moving in the right direction, but they also show that more work remains to keep communities safe.
