Victims of fraud, who desperately need guidance, sometimes wait over a year just to speak with someone. Even basic account questions took months to resolve for many.

Technology played a key role in speeding up refunds, but it also exposed gaps in service. Automation cut down on paperwork, yet it couldn’t replace the expertise of experienced workers—some of whom left or were let go in recent years.
