Belt‑beat in the Lower East Side: A Hate Crime Shock

New York City, USAMonday, July 6, 2026

A 37‑year‑old man was taken into custody early Sunday after a disturbing incident at a playground in the Lower East Side. The arrest followed reports that the adult had approached a 12‑year‑old boy, shouted hateful anti‑LGBTQIA+ remarks, and struck him with a belt. The victim left the scene with minor injuries.

Police say the confrontation happened on April 29 near the NYCHA Baruch Houses. The suspect, a Brooklyn resident named Kevin Maxwell, allegedly told the child vulgar insults before delivering the belt blow. The boy was seen crying and bleeding a little, but did not require emergency medical care.

Maxwell fled after the attack and was on the run for several months. He now faces two hate‑crime assault charges, three counts of general assault, and additional menacing accusations. Authorities also charged him with acting in a manner injurious to a child.

A sketch released by police showed a bearded figure wearing a hooded sweatshirt. The community is still shaken, and the case highlights how hate crimes can erupt in everyday settings like playgrounds. The investigation continues as officials seek to prevent similar incidents.
