It also wipes balances for some undergraduate borrowers after 20 years of payments and graduate students after 25 years. Other forgiveness applies to loans from institutions no longer eligible for federal aid, certain income-driven repayment plans like the controversial SAVE program costing up to $475 billion which courts have already blocked.
The administration boasts that 4.8 million have had debts forgiven totaling $169 billion so far.
Republican lawmakers accuse Biden of using the scheme to buy votes from young, educated Democrats before the midterms. But the administration insists it will follow proper procedures and only implement relief after proposed rules are finalized later this fall.
