In response to the rising violence, Baltimore police introduced an Entertainment Unit aimed at safeguarding nightlife areas for both residents and visitors. But Drew isn’t convinced it’s working.

“They wait until after bars close to act,” he said, frustration evident. “They set up fences and start pushing people out around 10:30 or 11 p.m., then block streets.”
