That's a staggering failure to provide the support these children need. Are we really so blind to their needs that we don't even bother to assess their abilities?

It's like asking a victim to testify against their abuser. The report noted that emergency grievances were often left unaddressed for 10 days or more. Is this really the level of accountability we want to see in our juvenile justice system?
