The party has its rules. Candidates must sign up by January 23 and pay a fee of $350, 000 Canadian dollars. Mélanie Joly, the foreign minister, decided not to run, focusing on Canada-U. S. relations instead. Dominic LeBlanc, the finance minister, also ruled out a bid.
