Rotterdam's unique architecture adds an exotic touch to the series. "It's visually stunning with buildings built on stilts. It gives the series a unique feel, " Allen says.
Inspired by a true story, 'Safe Harbor' is produced by Submarine, Zero Gravity, and Night Train Media. It's been greenlit by Dutch and Belgian streaming services, Videoland and Streamz.
Femke Wolting, Submarine's managing director, loves the story's twist. "It's about regular guys becoming digital drug lords, " she says.
Williams aims to keep the tech aspects simple. "Nobody wants to see people typing on computers for hours. We focus on relationships and drama, " he explains.
Plans for a second series are already in the works, with an outline ready.
