As the US prepares for the upcoming presidential election, Democratic Party leaders are secretly fretting about the potential impact of Republican House Speaker Mike Johnson on the transition of power. According to Politico, top-level meetings are being held to discuss the various scenarios that could impede the smooth transfer of power, should Donald Trump lose in November. One of the primary concerns is how Johnson will react if the Republicans retain control of the House and oversee Kamala Harris being certified as president. Historically, the certification process has been a formality, but the January 6, 2021, insurrection has raised doubts about its reliability. While Democratic lawmakers believe such a scenario is unlikely, they are worried about Johnson's potential actions. "It would be naive to ignore the past," said Rep. Joe Morelle, senior Democrat on the House Administration Committee. "We're prepared for any eventuality and will ensure a peaceful transfer of power."

Another concern is that Johnson may try to appease Trump and his supporters by vowing to challenge the election results if they go against the GOP. This worry is tempered by the fact that Harris, as vice president, will preside over the certification process. In 2021, Mike Pence continued the count for an opposing party president, and in 2025, Harris would be certifying herself. The Electoral Count Act was changed in 2022 to require 20% of each chamber to object to the vote count. However, Politico theorized four possible ways that Johnson and Trump supporters could challenge a Harris victory. Johnson could rewrite the century-old rules for the certification process, object to contested blocks of electoral votes, delay the vote count, or challenge the Electoral Count Act. A Johnson aide dismissed the claims as part of an "alarmist narrative" from Democrats. Despite these assurances, Democratic leaders continue to be vigilant, recognizing the gravity of the situation and the potential consequences of Johnson's actions.
