You might be wondering, "How does Congress fit into all this? " Well, the president sends a spending plan to Congress at the start of the year. Congress doesn't have to follow it, but if the Republicans have the majority, they'll likely stick close to what the president (like Trump) says.
Take the Department of Education, for example. Trump wanted to shut it down, but Potas thinks that's not very likely. The Republicans only have a small lead in Congress. So, even if a few senators like Susan Collins vote differently, the whole department might not get axed. Plus, the filibuster could get in the way, and the Democrats won't let that happen easily.
"Musk's actual power is limited and could end up like past GOP promises, " Potas added. "Lots of talk about being responsible with money, but not much action. "
