Europe Needs Clear Rules to Build Better Defences
The European Union is accelerating its defence spending in response to Russia's 2022 invasion of Ukraine and shifting U.S. support. However, political uncertainty over decision-making threatens to waste both time and resources.
Ambitious Plans, Unclear Governance
The EU's new initiatives include:
- A €150 billion loan for weapons
- An industrial program to boost local production
- A roadmap to prepare Europe by 2030
Despite these grand plans, the execution remains disorganized.
The "Alphabet Soup" Problem
The Aerospace, Security and Defence Industries Association of Europe represents over 4,000 companies in 21 countries. They describe the current system as an "alphabet soup" of agencies, each with influence but no clear roles.
Air and Missile Defence: A Fragmented Effort
Multiple projects aim to counter drones, missiles, and other threats, but they originate from different agencies. Without a single leader, efforts overlap, and resources are stretched thin.
Calls for Coordination
Some officials advocate for greater coordination across Europe. European Defence Commissioner Andrius Kubilius proposes a European Security Council, potentially including non-EU members like Britain.
However, EU foreign policy chief Kaja Kallas questions whether another institution would truly improve efficiency.
The Need for Clear Governance
Europe's defence future hinges on clear decision-making rules. Without a simple governance structure, the continent risks losing valuable time and money that could strengthen its security.
