Exploring Primary Healthcare Crises Across Europe: A Workforce and Governance Perspective

Primary healthcare is a crucial concept around the world. However, not much attention is paid to the essential role of healthcare workers within the distinct settings they operate in. This study aims to connect the primary healthcare policy with the ongoing debate about the healthcare workforce crisis. It does so by adopting a health system and governance approach to identify key abilities that can effectively address the healthcare workforce crisis within different health systems. Several countries in the WHO European region face similar challenges. By comparing how nine of these countries manage their primary healthcare systems, we can gain valuable insights. Some countries, for instance, may struggle with workforce shortages, while others deal with inadequate skills or poor working conditions. Understanding these differences can help guide solutions that are tailored to each context.

The study highlights the importance of robust governance. Good governance ensures that healthcare systems can adapt and respond effectively to workforce challenges. It also emphasizes the need for policy reforms that address the root causes of these crises. By fostering a better understanding of health system capacities, this approach aims to strengthen the response to workforce issues in primary healthcare. It’s vital to recognize that each country has its unique context. What works in one country might not work in another. Therefore, learning from different strategies and governance models can provide a roadmap for improving primary healthcare globally.
