Fixing the Child Care Puzzle in Massachusetts

They met over a decade ago and bonded over their shared struggle to find quality child care. Kennedy had a background in health policy, while Muncey was a teacher and administrator. They initially thought about creating a new kind of school. However, they soon realized the problem was much bigger. The issue was not just the schools, but the lack of support for the entire child care system. They began to build a framework to support this essential but fragile system. Their goal is to create models that can attract public investment. They support various programs across the state, including center-based care and family child care in homes. The current system is expensive because it lacks intentional infrastructure. To fix this, they believe we need to invest in younger children the same way we do for K-12 schools. This is a tough problem, but it is not impossible. Massachusetts has tackled similar issues before, like creating the healthcare prototype that became the Affordable Care Act. Neighborhood Villages has developed tools and training to support early education teachers and administrators. They offer free curriculums and career advancement coaching. They also provide training in early relational health, which is crucial after the COVID-19 pandemic. They help providers learn management and operation skills. All of these efforts are designed to be replicated. The aim is to show how these support systems can work and then secure state funding to strengthen them. Recently, they celebrated the inclusion of $1. 7 billion for early education and care in the fiscal 2026 state budget proposed by the Massachusetts State Senate.

They also incorporate wraparound services into child care centers. These services can help families with various issues, like securing housing, job hunting, or food assistance. They see a huge opportunity to improve the early education and care system with public resources. This is a chance to meet children and families where they are during some of the most critical years of a child's life. Over the last three years, their investment in family navigation has kept 40 families housed, saving the state an estimated $4 million in taxpayer dollars. They have also created early childhood solutions where none currently exist. They retrofitted two school buses into "Colori Express" classrooms on wheels. These buses travel to hotels and motels throughout Massachusetts to serve refugee families. Children aged 0-5 can climb aboard for trauma-informed lessons, giving their parents time to complete important paperwork, get rest, or just have the space to take care of themselves. Five years ago, as Massachusetts reeled from the pandemic, the extent of the child care crisis became clear. Now, it is more important than ever to address it if the state wants to remain competitive. Massachusetts wants to be the best state to live in and raise a family. This is a direct path to that goal. It is an intersectional issue, but it also stands on its own. It is time to prioritize it.
