Small Teams, Big Ambitions

The ministry will deploy small, agile project teams—composed of defence experts, researchers, and industry partners—tasked with accelerating innovation. These teams will work in lockstep with universities and research groups, focusing on rapid prototyping, faster decision cycles, and deeper defence ties within the EU.

A Budget at Warp Speed

Germany has unlocked new borrowing power, freeing up massive funds to modernize its army after decades of post-Cold War decline. Minister Boris Pistorius has vowed to spend these billions quickly—and wisely—over the next few years, warning that bureaucratic inertia risks squandering resources.

The stakes couldn’t be higher. Ukraine’s drone-driven victories have exposed gaps in traditional military procurement, while critics fear industry lobbying could lead to reckless spending if oversight remains lax.

A New Defence Ecosystem

To stay ahead, the ministry is expanding its innovation network:

  • Kiel’s Naval Electronics Hub: A new facility dedicated to undersea and surface warfare tech.
  • Bremen’s Space & Navy Centre: Bridging aerospace and naval advancements.
  • Dresden’s IT Hub: Already a tech hotspot, it will integrate cyber and digital defence.
  • Brussels Office: A new liaison point to strengthen NATO coordination.

While the changes promise long-term gains, the ministry insists reforms will roll out gradually to avoid disrupting ongoing projects. The goal? A military that’s faster, smarter, and more united—ready for the next era of hybrid warfare.
