How do these guns get there? Criminal networks smuggle them in, making it easy for gangs to get their hands on deadly firepower. "Haiti doesn't make guns or ammo, yet gangs have no problem getting them, " explained Pierre Esperance, the executive director of Haiti’s National Human Rights Defense Network, back in May.
To tackle this issue, the US has been funding trainings and programs through a security cooperation partnership with thirteen Caribbean countries. The goal? To dismantle the criminal networks trafficking these firearms. However, the GAO report suggests that the US could do better by setting clearer goals to reduce illicit gun trafficking.
