Some people think those at higher risk should pay more for coverage.
Pregnant mothers, children, and people with preexisting conditions are also at risk. There are still some gaps in the current system, though. Some people don't qualify for tax subsidies or Medicaid, leaving them without health insurance. Experts say any changes to the ACA would need to be slow and careful.
Political science professor Robert Shapiro thinks there might be a fight over the ACA and its subsidies. But finance expert Kevin Thompson says lawmakers might still re-approve the subsidies. Trump has talked about replacing the ACA with his own plan, but he hasn't shown a clear plan yet. Health care is complicated, and getting it wrong could hurt his legacy.
