How Development Partners Shape Health Funding in Senegal

Senegal, like many other low- and middle-income countries, needs to fund its health system in a fair and sustainable way to reach Universal Health Coverage (UHC). This study looked into how international partners help shape Senegal's health financing. We talked to 32 important people and reviewed key documents. We also analyzed data from the World Health Organization and the Organization for Economic Cooperation and Development. We found that international partners influence Senegal's health funding in four ways: setting goals, negotiating, giving advice, and providing money.

They try to boost government tax money and make Community-Based Health Insurance (CBHI) more popular. While this sounds good, there are issues like how flexible the money is and if CBHI really helps everyone equally. We think our findings can help others understand how international partners affect health funding in different places. This might help make better policies. Future research should look into how loans and conditions from international lenders affect health funding in recipient countries, especially how fair it is.
