Ukraine's situation is more complex. The U. S. has been clear that Ukraine won't be joining NATO anytime soon. This stance has been reinforced by the Biden administration, which has been more straightforward about it. Some Western European countries have quietly supported this decision, even though it might not be popular with everyone.
Countries on NATO's eastern flank are worried about the future of U. S. troops stationed there. For now, the plan is to keep them, but there are concerns about an upcoming review of U. S. troop levels in Europe. The big question is whether the U. S. would come to their aid if they were attacked by Russia. The general consensus is yes, but until Article 5 is actually tested, no one can be sure.
One Eastern European official compared it to Schrödinger's cat, a thought experiment where a cat in a box is both alive and dead until observed. In NATO's case, until Article 5 is tested, its effectiveness remains uncertain.
