The U. S. had already increased its military presence along the southern border. This was after Trump's order in January. The goal was to stop the flow of migrants. The U. S. Northern Command sent more troops and equipment. They also increased surveillance flights to monitor drug trafficking. Special Forces were given more authority to work with Mexican forces against cartels.
Trump had also taken a strong step. He designated many gangs and cartels as foreign terrorist organizations. This move restricted their actions and gave law enforcement more power. Sheinbaum's firm stance showed a potential conflict. U. S. pressure for military intervention could clash with Mexico's independence. Sheinbaum made it clear, "We can work together, but you in your territory and us in ours. "
