Currently, most measurements of maternal health focus on services like hospitals and clinics. But the WHO wants to change that. They believe it's crucial to also measure things like laws, policies, and how well communities support mothers. To do this, they identified 25 key indicators and 7 standard factors that show how well a country is doing in these areas.

However, not all these indicators have been properly tested. Measurement experts agree that more research is needed to ensure these indicators are accurate. This paper explores nine research studies in India, Ghana, and Argentina. These studies validated ten of these indicators.
