School Funding Formula Under Fire

California's public education system is facing a major crisis due to the state's failure to comply with its education budget formula, Proposition 98. The formula, approved by voters in 1988, guarantees minimum funding amounts for California public schools and community colleges. However, Governor Gavin Newsom's proposal to reinterpret Prop 98 has sparked outrage among educators, who claim it will lead to devastating cuts in education funding. The California School Boards Association, led by President Albert Gonzalez, has been vocal about its opposition to the budget revisions, which it says contravene both the letter and intent of Prop 98. Gonzalez argues that the revisions would not only harm schools but also undermine the fundamental principle of public education. "Even the scaled-back revisions are unacceptable," Gonzalez said. "They remove a funding safety net that has served schools for over three decades and could be used by future governors and legislatures to avoid complying with the Proposition 98 funding guarantee."

The state's Department of Finance, however, maintains that the changes are constitutional and necessary to address the state's $27.6 billion budget deficit. The department argues that the education budget process is complex and that the changes are intended to ensure that schools receive the necessary funding to meet their educational needs. Despite the controversy, the California Teachers Association has reached an agreement with Governor Newsom to reduce the amount of funding that would be considered previously allocated to schools from $8.8 billion to $6.2 billion. However, the California School Boards Association has refused to back down, claiming that the changes will still have a negative impact on education funding.
