The report finds that Israel's evacuation process has often been chaotic and dangerous, with civilians given little to no time to leave their homes. HRW also highlights that Israel has blocked most humanitarian aid, leaving people without basic needs. The organization believes this displacement is systematic and could be considered ethnic cleansing. HRW recommends that Israel halt these forced displacements and respect international laws to protect civilians.
