So, imagine this: in the 80s, the OECD was a big fan of using science to guide policy.  The OCDE had been around for a while but they wanted to know more about the relationship between theories and actions. This was when the INES program came into the picture. INES was this big deal in their dealings with broader education policy.

    The OECD had been trying to come up with solutions to education challenges but this time it was different. They had to get more serious about evidence.     But question is did they do a good job?  Was there merit in this way of sharing knowledge? The OECD pointed towards a greater focus on research. Then they would evaluate success, and they would create data to make policies.

    INES was a big step for the OECD. It helped them to undertake many ambitious large-scale projects. They were a success and spurred a lot of attention.  Developments led to rapid change in education policy. The OECD became a buzzword in education. The institution became a super giant.
