The Unpaid Heroes: Japan's Volunteer Parole Officers

In Japan, a unique system relies on volunteers, called "hogoshi, " to supervise parolees. These dedicated individuals, like the 83-year-old Teruko Nakazawa, have spent years helping ex-offenders rehabilitate without any financial compensation. The system, which outnumbers paid probation officers 47 to 1, has contributed to Japan's low crime rate.

However, the system is under threat due to an aging volunteer base and recent incidents like the fatal stabbing of a hogoshi by a parolee. Despite these challenges, hogoshi, driven by a deep sense of altruism, continue to mentor and support parolees, often inviting them into their homes to build trust. This high-risk, high-reward approach has inspired other countries, but it may not translate well to regions with different criminal justice mindsets.
