Ukraine has been building ties with individual NATO members and recently signed a security pact with Greece. Zelensky's warning marks a significant shift from Ukraine's past nuclear policies. After the Soviet Union's collapse, Ukraine agreed to disarm under the Budapest Memorandum, but Russia's aggression has many Ukrainians questioning this decision. Zelensky had already warned at the Munich Security Conference in 2022 that if security assurances weren't met, Ukraine might reconsider its nuclear stance.
