Ukraine Pre‑emptive Strike Plan Targets Russian Energy Infrastructure

President Zelenskiy announced that Ukraine will launch pre‑emptive strikes against Russian facilities used to support its war effort. The move comes as Kyiv increases attacks on energy infrastructure, hoping to pressure Moscow into negotiations.

In a recent speech, the Ukrainian leader instructed intelligence and military units to target key sites that help Russia expand its operations. This strategy follows a series of drone raids that knocked out power in the largest city of Russian‑held Crimea and struck facilities across central and southern Russia.

The attacks also hit a major oil refinery in Moscow, which is expected to remain offline for at least six months. Industry experts say the damage will make it harder for Russia to address fuel shortages throughout its vast territory.

Official statistics released on Wednesday revealed that Russia’s production of petroleum products and coke fell 13.5 % compared with last year, a sharper decline than earlier months. The data is rare, as Russia has largely stopped publishing oil production and export figures since its 2022 invasion of Ukraine.

These developments highlight the ongoing conflict’s impact on energy supply chains and suggest that Ukraine is intensifying its military strategy to disrupt Russian logistics.
